13.   Penalty on person importing, etc., explosive in contravention of Order

If any explosive is imported, conveyed, or sold in contravention of any such order—

  1.  

    (a)     all or any part of such explosive may be forfeited;

  1.  

    (b)     the owner or master of the vessel in which it was imported, on being convicted of such contravention, is liable to a penalty not exceeding $2.40 for every pound of such explosive brought in the vessel, and, in default of payment, to imprisonment for any term not exceeding 6 months;

  1.  

    (c)     the owner or other person engaged in the conveyance of such explosive, on being convicted of such contravention, is liable to a penalty not exceeding $2.40 for every pound of such explosive so conveyed, and in default of payment, to imprisonment for any term not exceeding 6 months; and

  1.  

    (d)     the person to whom such explosive was delivered, and the person who sells the same, each, on being convicted of such contravention, is liable to a penalty not exceeding $2.40 for every pound of such explosive delivered, or sold, or found in his or her possession, and, in default of payment, to imprisonment for any term not exceeding 6 months.
