(1) Except with the permission of the Director of Finance and Planning, no person in Saint Lucia shall, subject to the provisions of this section, make any payment outside Saint Lucia to or for the credit of a person resident outside the scheduled territories, and no person resident in the scheduled territories shall in Saint Lucia do any act which involves, is in association with or is preparatory to the making of any such payment.
(2) This section shall not prohibit the doing of anything otherwise lawful by any person with any foreign currency obtained by him or her in accordance with the provisions of Part 1 or retained by him or her in pursuance of a consent of the Director of Finance and Planning.
