44.   Special powers of Minister

  1.  

    (1)   Despite anything contained in this Act and subject to this section, the Minister may, if it appears to him or her to be necessary or expedient, by order, amend, vary, suspend or revoke any provision of this Act, other than this section, subject to the provisions contained in such order.

    (2)   Subsection (1) does not authorise the Minister to impose any new fees or charges or to increase any existing fees or charges.

    (3)   An order under this section is subject to negative resolution of Parliament.
