Except with the permission of the Director of Finance and Planning—
(1) A person in Saint Lucia shall not do any act with intent to secure that capital monies payable on a security registered in Saint Lucia are paid outside Saint Lucia, or that, where the certificate of title to a security is in Saint Lucia, capital monies payable on the security are paid outside Saint Lucia without production of the certificate to the person making the payment.
(2) A person resident in the scheduled territories shall not in Saint Lucia do any act which involves, is in association with or is preparatory to any such transaction outside Saint Lucia as is referred to in subsection (1).
