(1) Where both the Chairperson and Deputy Chairperson are absent or unable to act, the Minister may appoint any person to act temporarily in the place of the Chairperson or Deputy Chairperson.
(2) Where the Minister appoints a person temporarily under subsection (1), the appointment must comply with the requirements in section 5 as to the constitution of the Board.
