(1) The Board may appoint on such terms and conditions as it thinks fit, such officers and employees as may be required for the proper and efficient discharge by the Unit of its functions under this Act.
(2) An employee of the Unit shall be under the administrative control and supervision of the Chief Executive Officer who may discipline and terminate employees, as is necessary.
