(1) Subject to subsection (2), this Act, other than Part 4, shall apply in relation to all Commonwealth countries.
(2) The Minister may, with the approval of the Cabinet, by order published in the Gazette direct that the application of this Act in relation to a particular Commonwealth country shall be subject to such conditions, exceptions or qualifications as are specified in the order and in that event this Act shall apply accordingly.
(3) The Minister may, with the approval of the Cabinet, by order published in the Gazette, amend or revoke an order made under this section.
