3.   Restrictions on the importation of bees and hives in certain cases

  1.  

    (1)   It is not lawful to import into Saint Lucia—

    1.  

      (a)     any queen-bee which is not accompanied by a certificate, approved by the Director of Agricultural Services, that the disease known as Foul Brood does not exist in the apiary from which the queen-bee was taken; or

    1.  

      (b)     any bee-hive or part of a bee-hive or any article whatsoever which has been used in connection with bees, or any bees other than queen-bees as aforesaid.

    (2)   The importer of any queen-bee accompanied by a certificate approved by the Director of Agricultural Services shall immediately after the arrival of such queen-bee in Saint Lucia, and to the satisfaction of the Agricultural Authority, destroy by fire the package in which the queen-bee was imported and also kill and destroy by fire any worker-bee which accompanied the queen-bee. The Agricultural Authority may appoint a place where, and a person in whose presence, such destruction shall be carried out.

    (3)   Every bee-hive or part of a bee-hive or other article adapted for use in connection with bee-keeping shall be landed at the Port of Castries, and the Treasurer shall, prior to the delivery thereof to the importer, cause it to be conveyed to the Agricultural Authority, who shall thereupon inspect it and if he or she is satisfied that it has not been previously used in connection with bee-keeping, he or she shall cause it to be returned to the Treasurer for delivery in due course to the importer thereof; but if he or she is satisfied that it has been previously used in connection with bee-keeping he or she shall cause it to be destroyed or, at his or her discretion, shall detain it for exportation by the importer in such manner as he or she may direct.
