It shall be lawful for the Governor General with the consent of the House of Assembly signified by a resolution to that effect to declare by proclamation to be published in the Gazette any road not included in the Schedule to be a public highway or public by-way or to transfer roads from one class to the other, and with the like consent and in the like manner to declare that any public highway or public by-way cease to be a public highway or public by-way under this Act.
