The several roads mentioned and specified in the Schedule to this Act are hereby declared to be public highways and public by-ways respectively, and shall be kept in repair out of money voted annually by the Legislature from the revenue of Saint Lucia. Public highways shall include any part thereof which now is or at any time hereafter shall be within the boundaries of any town or village except Castries. Public by-ways shall not include any road or part of a road which now is or at any time hereafter shall be within the boundaries of any town or village.
