5.   Officers to have no interest in contracts

The Chief Engineer or any clerk, overseer, or road surveyor under him or her, shall not be pecuniarily interested directly or indirectly, in any contract for the execution of any public work, and shall not exact or accept any commission, fee or reward in connection with such work other than the salary and allowances paid to them, and any other salaries or allowances attached to any other office which may be held by them under the Government.
