33.   Regulations

  1.  

    (1)   The Cabinet may make regulations for giving full force and effect to the general scope and intention of this Act and to protect roads from injury and for giving fuller and better effect to any of the provisions hereof.

    (2)   Without prejudice to the foregoing general power, which shall not be deemed to be limited by the following enumeration of particular powers, the Cabinet may make regulations—

    1.  

      (a)     for the alteration, discontinuance, or stopping up of any road or bridge;

    1.  

      (b)     for declaring or limiting the use by the public of any road or bridge, either as to the time of such public use, or as to the character of the traffic on such road or bridge, or for both purposes;

    1.  

      (c)     for the erection of telegraph or telephone posts and wires;

    1.  

      (d)     for laying down railways, tramways or crossings of the same respectively on any road;

    1.  

      (e)     for the general regulation of the traffic on roads, and for the survey, control, use, management, construction and repair thereof and of all bridges, and for the prevention and removal of obstruction thereon, and otherwise for the general good rule and government thereof;

    1.  

      (f)     for the prevention of any nuisance on any road;

    1.  

      (g)     for prohibiting the use upon any road of any cart, and for regulating and declaring the manner and conditions under which the same may be used or driven over any road;

    1.  

      (h)     to declare offences against this Act, and any regulations made hereunder.
