(1) All proceedings for the recovery of any expenses or penalties under this Act, or under any regulation made hereunder, shall be heard and determined by the magistrate of the magisterial district in which the matter or offence shall occur; the mode of procedure shall be in accordance with the procedure prescribed by any Act regulating the duties of and procedure before magistrates.
(2) Court fees or stamp duties shall not be payable in the first instance in respect of such proceedings. However, the Court may order the defendant to pay full costs in cases in which judgment is given against the defendant.
