30.   Procedure

  1.  

    (1)   All fines and penalties incurred under this Act or under any regulation made hereunder may be proceeded for by the Commissioner of Police or by the officer in charge of any police station.

  1.  

    (2)   Where any expenses, fines, or penalties are alleged to have been incurred in relation to a public highway and to have arisen under any provision of this Act or of any regulation affecting the same, the proceedings for the recovery thereof may be taken by the Chief Engineer.

  1.  

    (3)   Where any expenses, fines, or penalties are alleged to have been incurred in relation to a public by-way, and to have arisen under any provision of this Act or of any regulation affecting the same, the proceedings for the recovery of such expenses, fines, or penalties may be taken in the name of the Chief Engineer or such person duly appointed by him or her.
