2.   Interpretation

In this Act unless the context otherwise requires—

Authority” means, as regards public highways, and public by-ways, (vested at or after the commencement of this Act), the Works Division of the Ministry of Communications and Works as represented by the Chief Engineer and includes his or her duly appointed officers and agents;

cart” means any cart, wagon, wain, truck, barrow or other carriage on wheels used to carry loads or burdens;

Minister” means the Member charged with the responsibility for the Ministry of Communications and Works;

owner” means the owner or reputed owner or lessee (and in the case of joint owners or lessees or tenants in common of any land, then any one of such joint owners or lessees or tenants in common) of any land, or the attorney or agent of any such owner or lessee, in charge of such land, and if no such owner or lessee or agent be known or be resident in Saint Lucia, then the person in possession or occupation of such land;

road” means a road constructed or maintained at the public expense, and includes all ditches, banks, slopes, causeways, bridges, walls and other works necessary to the construction and maintenance of any road; such term may mean and include either a public highway or a public by-way or both;

works” means work of any kind constructed or maintained from the general revenue of the State.
