(1) A person commits an offence who
(a) plants or cultivates or, having been previously convicted of planting or cultivating, continues to plant or cultivate any steep, precipitous, or sloping land within 10 feet from the top of any cutting or bank of any road so as to cause such cutting or bank to slide or to cause obstruction of the drains or otherwise endanger such road;
(b) undermines, digs, excavates the ground or burns wood for charcoal or cuts down any trees or shrubs at the base of or under the precipitous part or side of any road;
(c) injures any road by drawing on it logs, stones or things of weight otherwise than upon a wheeled carriage; or
(d) uses any instrument for the purpose of retarding the descent of any wheeled carriage down any hill in such manner as unnecessarily and wilfully to injure the surface.
