13. Regulations
The Commission, with the consent of the Prime Minister, may make any regulations which it considers necessary or expedient for providing for all or any of the following matters—

(a) the organisation of the work of the Commission;

(b) the time and manner of lodging an appeal to the Public Service Board of Appeal established under section 95 of the Constitution;

(c) the conduct of examinations and the interviewing of public officers or candidates for the public service by the commission;

(d) the forms and fees in connection with applications to the Commission, reports or communications from the Commission or for any other matter required by or under this Act;
-
(e) the conduct and discipline of the public service;
-
(f) generally to give effect to the provisions of this Act.
