(1) Subject to subsection (2), the Commission may delegate its functions pursuant to this Act to —
(a) a member of the Commission; or
(b) a committee appointed pursuant to section 26.
(2) The Commission shall not delegate its power pursuant to this Act to hear and determine a claim.
