(1) Subject to subsection (2), a licence granted to a person shall not be transferred to any other person without the prior written consent of the Minister acting on the advice of the Authority.
(2) The Minister shall not consent to the transfer of a licence if the transfer would be contrary to the public interest or in breach of national security.
