(1) In accordance with a recommendation made pursuant to section 40, the Minister shall grant or refuse a licence and shall within 14 days of the receipt of the recommendation notify the applicant of the grant or the refusal and shall give the reasons in writing for a refusal.
(2) A person aggrieved by the decision of the Minister shall have the right of appeal in accordance with section 54.
