It is lawful for the Director of Finance and Planning to cause samples to be taken of any petroleum which he or she may have reason to believe to be volatile petroleum stored in the Petroleum Warehouse whether samples of such petroleum have been already tested or not and to cause such samples to be tested and upon such samples being tested the testing officer shall certify to the Director of Finance and Planning that such samples do or do not (as the case may be) consist of volatile petroleum.
