If the person so authorised certifies that the samples do consist of volatile petroleum the Director of Finance and Planning shall communicate a copy of such certificate to the owner of the petroleum from which such samples have been taken and such petroleum shall be considered to all intents and purposes to be volatile petroleum within the meaning of this Act.
