If the person so authorised certifies that the samples do not consist of volatile petroleum the Director of Finance and Planning shall communicate a copy of such certificate to the owner of the petroleum from which the samples have been taken and shall permit such petroleum to be brought on shore at such place as may be provided for that purpose and landed there and stored in accordance with the regulations.
