4.   Consignee of petroleum for importation to give notice to Director of Finance and Planning

The consignee of any petroleum on board any vessel arriving in Saint Lucia laden or partly laden with petroleum for importation shall within 6 hours (Sundays and holidays excepted) of the arrival of such vessel notify the Director of Finance and Planning of the arrival of the petroleum and of his or her intention to import the same and the Director of Finance and Planning shall thereupon cause not less than 3 samples to be taken of each brand or of each quality of petroleum and shall transmit such samples to such person as the Governor General shall authorise in order that the same may be tested.

Within 24 hours (Sundays and holidays excepted) of the receipt of such samples, the person so authorised shall test the same and shall certify to the Director of Finance and Planning in the Form prescribed by Schedule 1 that the samples so tested by him or her do or do not (as the case may be) consist of volatile petroleum. However, the Director of Finance and Planning may allow oil to be imported into Saint Lucia if he or she is satisfied as to the bona fides of any certificate from the authorities of the place from which it has been exported showing that the oil is of a quality not prohibited by this Act.
