22.   Appeal to the Governor General from refusal of Director of Finance and Planning to grant licence

  1.  

    (1)   If, on any application for a licence under this Act, the Director of Finance and Planning refuses the licence, the Director of Finance and Planning shall, if required by the applicant, certify in writing the grounds on which he or she refused the licence or annexed conditions to the grant thereof, and shall deliver the certificate to the applicant, who may thereupon, within 10 days from the time of the delivery thereof, transmit the same to the Governor General, together with a memorial praying that the licence may be granted despite such refusal.

    (2)   The Governor General may, on consideration of such memorial and certificate, grant the licence prayed for, either absolutely or with such conditions as may be deemed expedient; and the licence so granted, when certified under the hand of the Governor General, shall be to all intents valid.
