16.   Governor General may make rules

It is lawful for the Governor General to make rules and regulations fixing the fees payable for a licence to deal in or sell petroleum, for the landing, storing and delivery of petroleum and as to the vessels in which petroleum is kept for sale by retail and for the taking and keeping of samples of petroleum to be tested under this Act and to protect persons and property against fire or explosion and to determine the restrictions to be imposed upon persons when in close proximity to volatile petroleum stored or being used for any purpose at any place and generally for effectually carrying out the provisions of this Act.
