Whenever a vessel arrives at Saint Lucia laden or partly laden with petroleum for importation and requiring quick despatch it is lawful for the Director of Finance and Planning despite the provisions hereinbefore contained to permit such petroleum to be landed and stored in accordance with the regulations.
