ORDER OF SAINT LUCIA

A. TITLES OF HONOUR AND AWARDS

KNIGHT OR DAME GRAND CROSS OF THE ORDER OF SAINT LUCIA

1     (1)     Subject to subsection 9A(5), the Knight or Dame Grand Cross of the Order of Saint Lucia shall be awarded only to a person appointed to the office of Governor General of Saint Lucia.

  1.  

    (2)     The Knight or Dame Grand Cross of the Order of Saint Lucia shall be awarded in the class of Gold and the recipient shall be invested with a star, and a collar to which will be affixed the badge of the Order of Saint Lucia.

  1.  

    (3)     A person to whom the Knight or Dame Grand Cross of the Order of Saint Lucia has been awarded shall on retirement, resignation or relinquishment of the office of Governor General be entitled to wear only the star with which he or she was invested, and the badge of the Order of Saint Lucia suspended from the riband of the Order of Saint Lucia.

  1.  

    (4)     A person to whom the Knight or Dame Grand Cross of the Order of Saint Lucia is awarded is entitled to —

    1.  

      (a)     have the letters “GCSL” placed after his or her name on all occasions when the use of such letters is customary;

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Knight or Dame Grand Cross of the Order of Saint Lucia;

    1.  

      (c)     the use of the title “His or Her Excellency” and the prefix “Sir” or “Dame” before his or her name, immediately upon publication of the award in the Gazette.

  1.  

    (5)     A person upon whom an honorary award of Knight or Dame Grand Cross of the Order of Saint Lucia has been conferred is entitled to —

    1.  

      (a)     wear as a decoration the prescribed insignia of the Order; and

    1.  

      (b)     have the letters “GCSL” placed after his or her name on all occasions when the use of such letters is customary.

KNIGHT OR DAME COMMANDER OF THE ORDER OF SAINT LUCIA

2     (1)     The Knight or Dame Commander of the Order of Saint Lucia may be awarded to any person who has rendered exceptional and outstanding service of national importance to Saint Lucia.

  1.  

    (2)     The Knight or Dame Commander of the Order of Saint Lucia shall be awarded in the class of Gold.

  1.  

    (3)     The Governor General may award the Knight or Dame Commander of the Order of Saint Lucia to no more than 3 persons every 2 years.

  1.  

    (4)     The number of living persons awarded the Knight or Dame Commander of the Order of Saint Lucia and who are members of the Order of Saint Lucia shall not exceed 20 at any time.

  1.  

    (5)     A person to whom the Knight or Dame Commander of the Order of Saint Lucia is awarded is entitled to —

    1.  

      (a)     have the letters “KCSL” or “DCSL” placed after his or her name on all occasions when the use of such letters is customary;

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Knight or Dame Commander of the Order of Saint Lucia;

    1.  

      (c)     the use of the prefix “Sir” or “Dame” before his or her name immediately on publication of the award in the Gazette, if he or she is a citizen of Saint Lucia.

  1.  

    (6)     When worn in Saint Lucia, the insignia of the Knight or Dame Commander of the Order of Saint Lucia shall be worn suspended from a riband worn around the neck together with a Star attached to the left breast and takes precedence of all decorations except the awards of Knight or Dame Grand Cross of the Order of Saint Lucia, National Hero (NH), the Victoria Cross (VC) and the George Cross (GC).

SAINT LUCIA CROSS

3     (1)     The Saint Lucia Cross may be awarded to any person who has rendered distinguished service of national importance to Saint Lucia.

  1.  

    (2)     The Saint Lucia Cross shall be awarded in the class of Gold.

  1.  

    (3)     The Governor General may award the Saint Lucia Cross to no more than 3 persons in any one year. (Amended by Act 1 of 2019)

    (4)     The number of persons awarded the Saint Lucia Cross and who are members of the Order of Saint Lucia shall not exceed 40 at any time.

  1.  

    (5)     A person to whom the Knight or Dame Commander of the Order of Saint Lucia is awarded is entitled to —

    1.  

      (a)     have the letters “KCSL” or “DCSL” placed after his or her name on all occasions when the use of such letters is customary;

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Knight or Dame Commander of the Order of Saint Lucia;

    1.  

      (c)     the use of the prefix “Sir” or “Dame” before his or her name immediately on publication of the award in the Gazette, if he or she is a citizen of Saint Lucia.

  1.  

    (6)     When worn in Saint Lucia, the insignia of the Knight or Dame Commander of the Order of Saint Lucia shall be worn suspended from a riband worn around the neck together with a Star attached to the left breast and takes precedence of all decorations except the awards of Knight or Dame Grand Cross of the Order of Saint Lucia, National Hero (NH), the Victoria Cross (VC) and the George Cross (GC).

SAINT LUCIA CROSS

3     (1)     The Saint Lucia Cross may be awarded to any person who has rendered distinguished service of national importance to Saint Lucia.

  1.  

    (2)     The Saint Lucia Cross shall be awarded in the class of Gold.

  1.  

    (3)     The Governor General may award the Saint Lucia Cross to no more than 3 persons in any 2 successive years.

  1.  

    (4)     The number of persons awarded the Saint Lucia Cross and who are members of the Order of Saint Lucia shall not exceed 40 at any time.

  1.  

    (5)     A person to whom the Saint Lucia Cross is awarded is entitled to —

    1.  

      (a)     have the letters “SLC” placed after his or her name on all occasions when the use of such letters is customary;

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Saint Lucia Cross;

    1.  

      (c)     use of the title “The Honourable” before his or her name immediately on publication of the award in the Gazette, if he or she is a citizen of Saint Lucia.

  1.  

    (6)     When worn in Saint Lucia by a citizen of Saint Lucia, the Saint Lucia Cross shall be worn suspended from a riband around the neck and takes precedence over the lower awards of the Order of Saint Lucia except the awards of National Hero (NH), the Victoria Cross (VC) and the George Cross (GC).

SAINT LUCIA MEDAL OF HONOUR

4     (1)     The Saint Lucia Medal of Honour may be awarded to any person who —

  1.  

    (a)     has rendered eminent service of national importance to Saint Lucia; or

  1.  

    (b)     has performed an outstandingly brave or humane act to a national of Saint Lucia or other country.

  1.  

    (2)     The Saint Lucia Medal of Honour may be awarded in the classes of Gold or Silver.

  1.  

    (3)     The Governor General may award the Saint Lucia Medal of Honour under paragraph 1(a) to no more than 3 persons in either of the classes in any one year.

  1.  

    (4)     The Saint Lucia Medal of Honour when awarded under paragraph 1(b) shall be awarded in Gold only for acts of conspicuous courage in circumstances of extreme peril, and is awarded in Silver only for acts of bravery in hazardous circumstances, and awards in any of these classes of the Saint Lucia Medal of Honour shall not be limited in any year nor included in the determination of any quota for the purposes of the Order of Saint Lucia.

  1.  

    (5)     A person to whom the Saint Lucia Medal of Honour is awarded is entitled to —

    1.  

      (a)     have the letter “SLMH” placed after his or her name on all occasions when the use of such letters is customary; and

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Medal of Honour in the class in which the award has been made.

  1.  

    (6)     When worn in Saint Lucia by a citizen of Saint Lucia, the Saint Lucia Medal of Honour shall be worn as a decoration from a riband attached to the left breast of the outer garment and shall take precedence over all the other lower awards of the Order of Saint Lucia, and all other awards, except the awards of National Hero (NH), the Victoria Cross (VC) and the George Cross (GC).

SAINT LUCIA MEDAL OF MERIT

5     (1)     The Saint Lucia Medal of Merit of the Order of Saint Lucia may be awarded to any person who has rendered long and meritorious service in the Arts, Sciences, Literature or other such fields to Saint Lucia.

  1.  

    (2)     The Saint Lucia Medal of Merit may be awarded in classes of Gold or Silver.

  1.  

    (3)     Subject to subsection (2), the Governor General may award the Saint Lucia Medal of Merit to no more than 3 persons in either of the classes in any one year.

  1.  

    (4)     A person to whom the Saint Lucia Medal of Merit is awarded is entitled to —

    1.  

      (a)     have the letter “SLMM” placed after his or her name on all occasions when the use of such letters is customary; and

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Saint Lucia Medal of Merit in the class in which the award has been made.

  1.  

    (5)     When worn in Saint Lucia by a citizen of Saint Lucia, the Saint Lucia Medal of Merit shall be worn as a decoration from a riband attached to the left breast of the outer garment immediately after the Saint Lucia Medal of Honour and shall take precedence over all the other lower awards of the Order of Saint Lucia, and all other awards, except the award of National Hero (NH), the Victoria Cross (VC) and the George Cross (GC).

SAINT LUCIA LES PITONS MEDAL

6     (1)     The Saint Lucia Les Pitons Medal may be awarded to any person who has rendered long and meritorious service to Saint Lucia tending to promote loyal public service, national welfare, or to inculcate and strengthen community spirit.

  1.  

    (2)     The Saint Lucia Les Pitons Medal may be awarded in classes of Gold, Silver or Bronze in accordance with the assessment of the Committee of the level of the service the recipient has rendered to Saint Lucia.

  1.  

    (3)     The Governor General may award the Saint Lucia Les Pitons Medal to not more than 3 persons in any one class in any one year.

  1.  

    (4)     A person to whom the Saint Lucia Les Pitons Medal is awarded is entitled to —

    1.  

      (a)     have the letters “SLPM” placed after his or her name on all occasions when the use of such letters is customary; and

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the Saint Lucia Les Pitons Medal in the class in which the award has been made.

  1.  

    (5)     When worn in Saint Lucia the Saint Lucia Les Pitons Medal shall be worn as a pendant from a riband attached to the left breast of the outer garment immediately after the Saint Lucia Medal of Merit and in front of all other awards except the awards of National Hero (NH), the Victoria Cross (VC) and the George Cross (GC).

NATIONAL SERVICE CROSS

7     (1)     The National Service Cross of the Order of Saint Lucia may be awarded to an officer of the Royal Saint Lucia Police Force not below the rank of Assistant Superintendent, an officer of the Fire Service not below the rank of Deputy Chief Fire Officer, or an officer of the Correctional Services not below the rank of Deputy Director of Correctional Services who has rendered loyal and devoted service beneficial to Saint Lucia.

  1.  

    (2)     The Governor General may award the National Service Cross to no more than 2 persons in any one year.

  1.  

    (3)     A person to whom the National Service Cross is awarded is entitled to—

    1.  

      (a)     have the letters “NSC” placed after his or her name on all occasions when the use of such letters is customary; and

    1.  

      (b)     wear as a decoration the insignia prescribed for recipients of the National Service Medal.

  1.  

    (4)     When worn in Saint Lucia the National Service Cross shall be worn as a pendant from a riband attached to the left breast of the outer garment immediately after the Saint Lucia Les Pitons Medal and in front of all other awards except the award of National Hero (NH), the Victoria Cross (VC), the George Cross (GC) and the Military Cross (MC).

NATIONAL SERVICE MEDAL

8     (1)     The National Service Medal of the Order of Saint Lucia may be awarded to members of the Royal Saint Lucia Police Force, the Saint Lucia Fire Service, the Saint Lucia Correctional Services, and commissioned officers of a Cadet Corps for outstanding and meritorious service.

  1.  

    (2)     The Governor General may award the National Service Medal to no more than 4 persons in any one year.

  1.  

    (3)     When worn in Saint Lucia the National Service Medal shall be worn as a pendant from a riband attached to the left breast of the outer garment immediately after the Saint Lucia Les Pitons Medal and the National Service Cross, and in front of all other awards except the awards of National Hero (NH), the Victoria Cross (VC), the George Cross (GC) and the Military Cross (MC).

B. HONORARY AWARDS

A person upon whom any honorary award or class of honorary award of the Order of Saint Lucia, has been conferred is entitled—

  1.  

    (a)     to wear as a decoration the prescribed insignia of the award or class of award; and

  1.  

    (b)     to have the prescribed letters of the award placed after his or her name on all occasions when the use of such letters is customary;

  1.  

    but shall not, for so long as he or she does not become a citizen of Saint Lucia be entitled to use any prefix or style arising out of the award or be a full member of the Order.

C. RIBAND

  1.  

    (1)     The riband of the Order of Saint Lucia shall be composed of vertical stripes of the colours blue, gold, black and white arranged in the prescribed manner.

  1.  

    (2)     When worn with the insignia of the Knight or Dame Grand Cross of the Order of Saint Lucia, the Knight or Dame Commander of the Order of Saint Lucia or the Saint Lucia Cross, it shall be of the width of 2 in.

  1.  

    (3)     When worn with the insignia of the other awards of the Order of Saint Lucia, it shall be of the width of 11/2 in.

D. IMPERIAL AWARDS

1.   Victoria Cross

  1.  

    (a)     The Victoria Cross, awarded to a person for valour in the face of the enemy by any Commonwealth country or former British Empire territory as the highest military award, is hereby recognised.

  1.  

    (b)     A person to whom the Victoria Cross is awarded is entitled to —

    1.  

      (i)     have the letters “VC” placed after his or her name on all occasions when the use of such letters is customary; and

    1.  

      (ii)     wear as a decoration the insignia prescribed for recipients of the Victoria Cross.

  1.  

    (c)     When worn in Saint Lucia the Victoria Cross shall be worn as a pendant from a riband attached to the left breast of the outer garment and shall be worn in front of all other Imperial awards.

2.   George Cross

  1.  

    (a)     The George Cross, awarded to a person for acts of the greatest heroism or of the most conspicuous courage in circumstances of extreme danger by any Commonwealth country or former British Empire territory as the second highest military award, is hereby recognised.

  1.  

    (b)     A person to whom the George Cross is awarded is entitled to —

    1.  

      (i)     have the letters “GC” placed after his or her name on all occasions when the use of such letters is customary; and

    1.  

      (ii)     wear as a decoration the insignia prescribed for recipients of the George Cross.

  1.  

    (c)     When worn in Saint Lucia the George Cross shall be worn as a pendant from a riband attached to the left breast of the outer garment immediately after the Victoria Cross (VC) and in front of all other Imperial awards.

3.   Military Cross

  1.  

    (a)     The Military Cross, awarded to a person for gallantry during active operations against the enemy by any Commonwealth country or former British Empire territory, is hereby recognised.

  1.  

    (b)     A person to whom the Military Cross is awarded is entitled to —

    1.  

      (i)     have the letters “MC” placed after his or her name on all occasions when the use of such letters is customary, and

    1.  

      (ii)     wear as a decoration the insignia prescribed for recipients of the Military Cross.

  1.  

    (c)     When worn in Saint Lucia the Military Cross shall be worn as a pendant from a riband attached to the left breast of the outer garment in front of all other Imperial awards except the Victoria Cross (VC) and the George Cross (GC).
