(1) A fee that is payable under section 39 or 40 (1) constitutes a debt due to the Authority and may be recovered as a debt in any court of competent jurisdiction.
(2) Interest shall be charged on the unpaid amount of a fee that is payable under section 39 or 40 (1) at the rate of 1½% per month or part of the fee for the period during which the fee remains unpaid.
