(1) The Minister shall appoint a committee to be called an Inquiry Committee comprising of 2 members of the Visiting Justices or one justice of the peace which shall meet to enquire into and decide on appropriate punishment for any grave offences.
(2) Where the Director deems it necessary, he or she may refer cases of minor offences to the Inquiry Committee which shall then have all the powers of the Director under section 32.
