(1) The Board may make regulations for the use by any person or body of persons of the Library facilities provided under this Act, for prescribing the duties and powers of the librarian and other officers and servants appointed under this Act, for prescribing penalties or fines for breaches of such regulations and generally for carrying out other purposes of this Act.
(2) A person who commits an offence against the regulations made under subsection (1) is liable on summary conviction for every such offence to such fine or penalty as may be prescribed by the said regulations not exceeding $25.
(3) Regulations made under the preceding subsections of this section shall be submitted to the Governor General for approval and when approved shall come into effect on publication in the Gazette.
