23.   Extract of register as proof in Courts

An extract from the Registers kept under the provisions of this Act, if the same shall purport to be certified and signed by the Commissioner of Police or other party whose duty it is to make a record in the Register and a copy of a certificate given under the provisions of this Act and purported to be signed by a person who was a witness thereto, shall without proof of the signature appearing in the extract or in the copy of the certificate, be received in any court as prima facie evidence of the contents thereof.
