17.   Certificate of transfer

  1.  

    (1)   A person who sells, gives or otherwise transfers the ownership of, any cattle, shall on the sale, giving or transferring of the ownership, execute or cause to be executed a certificate in triplicate in the Form H of the Schedule and shall give or cause to be given to the purchaser, taker or acceptor of such cattle a copy of such certificate and retain a copy for production to any police officer, rural constable or designated officer who requests to see the same.

    (2)   Every justice of the peace, police officer, rural constable or designated officer who is a witness to any sale, gift or transfer shall make a record of the particulars of the certificate in a book to be kept by him or her.

    (3)   Any person who—

    1.  

      (a)     fails or neglects to execute or causes to be executed;

    1.  

      (b)     fails or neglects to obtain; or

    1.  

      (c)     fails, neglects or refuses to show to a police officer, rural constable or designated officer when requested,

    the certificate under section (1) is liable on summary conviction to a fine not exceeding $250.
