(1) A person shall not transfer otherwise move from one place to another (except for the purpose of tethering) any bull, cow, ox, steer, heifer, calf, ram, ewe, sheep, lamp, goat or kid or any swine between the hours of 6:00 a.m. and 6:00 p.m. without the permission in writing of a police officer, rural constable or designated officer.
