11.   Commissioner of Police to approve of Registration

  1.  

    (1)   On receipt of such notice the constable in charge of the police station shall communicate with the Commissioner of Police who, if he or she approves of the registration of the applicant, shall give such applicant an order in Form E of the Schedule, to pay the registration fee of $5 into the Treasury, if the applicant resides in the First District, or to the sub-collector of the district if the applicant resides in the Second or Third District.     (2)   The Commissioner of Police shall refuse to register any person as a butcher who has been convicted of stealing cattle or of knowingly receiving stolen cattle or who fails to give to the Commissioner of Police satisfactory proof of his or her respectability.

    (3)   On the refusal of the Commissioner of Police to give an order to, or to register, any person under this section, such person may appeal to the Governor General who may require the Commissioner of Police to give such order or to register such person.
