(1) One-half of the costs of survey in respect of the portions and parcels of land mentioned in section 3 and of the cost of the acquisition of the parcel of land described in section 3(2) and of all incidental expenses shall be paid by the Corporation to the Government in the manner provided in the following section, and the other half shall be contributed by Saint Lucia from general revenue to the cost of the Cemetery.
(2) In consideration of such contribution there shall be reserved to Saint Lucia for the burial of paupers from outside the limits of the City, one quarter of the area of the Cemetery.
