In conducting an inquiry under section 21, a tribunal shall have and exercise the powers of a commission of inquiry, under the Commission of Inquiry Act except that—
(a) the proceedings shall be held in private; and
(b) the form of summons for the attendance of witnesses or other persons or production of documents may be as in Form 1 of Schedule 3.
