(1) The keeper shall after 12 weeks have elapsed as soon as possible thereafter notify the Commissioner of Police who shall as soon as he or she has been notified cause a written notice to be served personally on the importer his or her secretary, accountant, agent, attorney or such other person ostensibly exercising management in the importers business or concern at the importers usual place of business and after 7 days of the serving of such notice the Commissioner of Police shall cause to be sold in such manner as he or she thinks fit and subject to the next succeeding subparagraph such explosive to any other importer and out of the proceeds of such sale there shall first be paid the charges and expenses (if any) and thereafter all rent due in respect of the explosives and thereafter any surplus should be paid to the importer.
(2) Such a sale in this preceding subparagraph when concluded shall be governed by all of the preceding provisions where they are so applicable as if such sale were itself a first importation.
