Sufficient and ready means of escape in case of accidents shall be provided for every person employed in every part of any building in which an explosive store is kept and the door of the Magazine or of any compartment wherein explosives are stored and wherein work is being carried on shall be constructed to open outwards and shall be kept unlocked at all times so long as work is in progress.
