CENSUS ORDER – SECTION 2

Commencement [11 May 2022]

1.   Citation

This Order may be cited as the Census Order.

2.   Interpretation

For the purpose of this Order, “census night” means the night of the 17th day of May, 2022.

3.   Date of census

A census of the State of Saint Lucia shall be taken on the 17th day of May, 2022.

4.   Persons with respect to whom information is to be furnished

Information for the purpose of the census must be furnished with respect to a person who is alive at midnight on census night, and who is to pass census night, at a place on land within Saint Lucia.

5.   Persons by whom information to be furnished

Information for the purpose of the census with respect to a person referred to under section 4 shall be furnished by —

  1.  

    (a)     an adult person with respect to himself or herself and children or others for whom he or she is responsible and who pass census night in Saint Lucia;

  1.  

    (b)     the head, or another responsible member, of a household with respect to himself or herself and persons who pass census night on the premises of that household;

  1.  

    (c)     a proprietor or manager of a hotel, guest house, boarding house, boarding school, orphanage, hostel or other similar institution or a person authorized by the proprietor or manager, with respect to persons who pass census night on the premises of that institution;

  1.  

    (d)     a person in charge of a public or private hospital, nursing home, alms house, house for the aged and infirm, or other similar institution with respect to persons who pass census night on the premises of that institution;

  1.  

    (e)     the superintendent of a correctional facility with respect to persons who pass census night on the premises of that correctional facility;

  1.  

    (f)     by a police officer in charge of a police station or lockup with respect to persons who pass census night on the premises of that police station or lock-up; and

  1.  

    (g)     by the master of a vessel with respect to persons who pass census night aboard that vessel.

6.   Particulars to be stated in the census returns

The census returns must contain the particulars set out in the Schedule.

7.   Revocation

The Census Order, No. 18 of 2001 is revoked.

PARTICULARS OF CENSUS RETURNS

1.     In respect of a private dwelling in Saint Lucia: the type of dwelling, the type of tenure, its territory status, water supply, type of toilet, well construction, date of construction, number of rooms.

2.     In respect of a person —

(a)     the name, relationship status, normal residence, years lived in normal residence, sex, age, conjugal conditions;

(b)     birth-place, race or ethnic origin, educational attainment, religion, occupation, employment status, industry, main activity, months worked, income group.

3.     In respect of a female person who has children, the number of children born alive, her age at the birth of her first child, children born in previous year, union status.

4.     In respect of a person born outside of Saint Lucia, the length of residence in Saint Lucia.

5.     In respect of a farm operator, the acres of land he or she operates.

CENSUS REGULATIONS – SECTION 5

Commencement [11 May 2022]

1.   Citation

These Regulations may be cited as the Census Regulations.

2.   Interpretation

In these Regulations —

Act” means the Census Act;

authorized official” means a person authorized in writing by the census officer;

census” means the census directed to be taken by the Order;

census day” means the date of the census specified in the Order;

census form” means the form referred to under regulation 5;

census information” means information necessary for making a true and accurate entry in a census form;

census night” means the census night specified in the Order;

census officer” means a person appointed under section 3 of the Act;

electronic communication” has the meaning assigned to it under section 2 of the Electronic Transactions Act;

enumeration district” means one of the districts into which Saint Lucia is divided under regulation 6;

enumerator” means the person appointed under regulation 7;

Order” means the Census Order, 2022;

supervisor” means the person appointed under regulation 7;

vessel” includes a ship, boat or other description of a vessel used or designated to be used in navigation.

3.   Census information to be furnished

On the taking of the census, census information must be furnished as follows —

  1.  

    (a)     by an adult person with respect to himself or herself and children or others for whom he or she is responsible and who pass census night in Saint Lucia;

  1.  

    (b)     by the head, or another responsible member, of a household with respect to himself or herself and persons who pass census night on the premises of that household;

  1.  

    (c)     by a proprietor or manager of a hotel, guest house, boarding house, boarding school, orphanage, hostel or other similar institution or a person authorized by the proprietor or manager, with respect to persons who pass census night on the premises of that institution;

  1.  

    (d)     by a person in charge of a public or private hospital, nursing home, alms house, house for the aged and infirm, or other similar institution with respect to persons who pass census night on the premises of that institution;

  1.  

    (e)     by the superintendent of a correctional facility with respect to persons who pass census night on the premises of that correctional facility;

  1.  

    (f)     by a police officer in charge of a police station or lock-up with respect to persons who pass census night on the premises of that police station or lock-up; and

  1.  

    (g)     by the master of a vessel with respect to persons who pass census night aboard that vessel.

4.   Particulars to be furnished

The particulars to be furnished on the taking of the census must be in accordance with Schedule 1.

5.   Census form
  1.  

    (1)   Information and particulars specified under regulations 3 and 4 must be furnished in the form set out in Schedule 2.

  1.  

    (2)   A form under subsection (1) may be furnished by an electronic communication.

6.   Division of country into enumeration districts

For the purposes of the census, the census officer shall divide Saint Lucia into enumeration districts and prepare a detailed description in writing of an enumeration district and its boundaries.

7.   Appointment, assignment and termination of supervisors and enumerators in an enumeration district
  1.  

    (1)   The census officer may in writing authorize a person to act as —

    1.  

      (a)     a supervisor for one or more enumeration districts to assist in the training of enumerators and supervise enumerators in the execution of his or her duties;

    1.  

      (b)     an enumerator to collect census information.

  1.  

    (2)   A supervisor or enumerator may be assigned to more than one enumeration district.

  1.  

    (3)   Notice of the appointment or termination of appointment of a supervisor or enumerator must be published in the Gazette.

  1.  

    (4)   Where it appears to the census officer that a supervisor or enumerator is unfit to perform his or her duties, the census officer may terminate the appointment of the supervisor or enumerator and may appoint another person to perform the duties of that supervisor or enumerator.

8.   Duties of supervisor

A supervisor shall —

  1.  

    (a)     give the necessary instructions to an enumerator in his or her enumeration district;

  1.  

    (b)     issue to an enumerator, devices, written instructions, books, census forms, documents or other articles necessary for the taking of the census;

  1.  

    (c)     examine before census day the entries made in a census form by an enumerator and, where it appears on examination that census information in a census form is defective or has been omitted, he or she shall require the enumerator responsible for filling up the census form to take steps to correct the defective information before census day;

  1.  

    (d)     arrange for the enumeration of the persons in his or her enumeration district;

  1.  

    (e)     receive, examine and transmit the completed census forms and other articles delivered to him or her by the enumerator under his or her control, within the time specified by the census officer;

  1.  

    (f)     arrange for the carrying out of a check on the field after census day as directed by the census officer;

  1.  

    (g)     give written notice of a permanent change of his or her address to the census officer within 2 days of the change of address;

  1.  

    (h)     carry out instructions issued to him or her by the census officer or the person designated by him or her for the purpose of taking the census; and

  1.  

    (i)     notify the census officer whenever it appears necessary, to replace an enumerator who may not be able to carry out his or her duties on census night.

9.   Duties of enumerator

An enumerator shall —

  1.  

    (a)     notify the supervisor of his or her enumeration district and the census officer of a permanent change of his or her address within 2 days of the change of address;

  1.  

    (b)     preserve carefully devices, written instructions, books, forms, documents or other articles issued to him or her in connection with his or her duties and return them in good condition to the supervisor of his or her enumeration district on the conclusion of the census or when called on to do so;

  1.  

    (c)     visit a building in his or her enumeration district to obtain information necessary for filling the census form and to fill up accurately and faithfully a census form with respect to the building;

  1.  

    (d)     make further visits to buildings, if on a first visit the required information cannot be obtained and on the direction of the supervisor re-visit a building for the purpose of supplying omissions, correcting or verifying entries in a census form;

  1.  

    (e)     visit personally on the day after census day an inhabited dwelling in his or her enumeration district in order to ensure the accuracy of the census information with respect to persons who spent census night at that dwelling;

  1.  

    (f)     meet the supervisor of the enumeration district at the times and places the supervisor directs;

  1.  

    (g)     assist the supervisor in the performance of his or her duties specified under regulation 8 if required;

  1.  

    (h)     assist any other enumerator in the performance of his or her duties if so directed by the supervisor; and

  1.  

    (i)     carry out instructions issued by the census officer or the supervisor of his or her enumeration district for the purpose of taking the census.

10.   Supervisor to make written declaration
  1.  

    (1)   A supervisor shall, on the acceptance of his or her appointment, sign an Acceptance of Appointment in Form 1 set out in Schedule 3 and a Declaration in Form 2 set out in Schedule 3, in the presence of the census officer or a Justice of the Peace.

  1.  

    (2)   A supervisor shall, at the time he or she transmits to the census officer the census forms for his or her enumeration district, make in the presence of the census officer or a Justice of the Peace, a written declaration as to the due and faithful performance of his or her duties in Form 3 set out in Schedule 3.

11.   Enumerator to make written declaration
  1.  

    (1)   An enumerator shall, on the acceptance of his or her appointment, sign an Acceptance of Appointment in Form 4 set out in Schedule 3 and a Declaration in Form 5 set out in Schedule 3, in the presence of the supervisor.

  1.  

    (2)   An enumerator shall, at the time he or she transmits to the supervisor, the census forms for his or her enumeration district, make in the presence of the supervisor, a written declaration as to the due and faithful performance of his or her duties in Form 6 set out in Schedule 3.

12.   Duty of a person to give information to enumerator with respect to himself or herself

A person with respect to whom census information is required to be furnished under section 4 of the Order, shall on demand give to an enumerator information with respect to himself or herself as may be necessary for the purpose of taking the census.

13.   Duty of a person to give information to enumerator with respect to other persons

A person who is required to furnish census information with respect to other persons, under section 5(a) to (g) of the Order, shall on demand furnish to an enumerator information with respect to other persons as may be necessary for the purpose of taking the census.

14.   Destruction or mutilation of documents prohibited

A person who is employed in the execution of any duty under these Regulations, shall not knowingly destroy, deface or mutilate a document.

15.   Revocation

The Census Regulations, is revoked.

Schedule 1

(Regulation 4)

PARTICULARS TO BE FURNISHED

1.   In respect of an inhabited building and dwelling, the type of building and dwelling, type of tenure, type of land occupancy, material of outer walls, material used for roofing, year when built, water supply, toilet facilities, type of lighting, fuel for cooking, type of kitchen, number of rooms and bedrooms, other facilities available such as radios, TV sets, videos, telephone, number of persons who have gone abroad by sex and age.

2.   In respect of a person —

     (a)     the name, relationship to head of household, sex, date of birth, age, ethnic group and religion;

     (b)     whether one suffers from long-standing illness, type of disability, whether disability limits activities, which activity does disability inhibit;

     (c)     birthplace, normal residence, years of residence, place of previous residence;

     (d)     attendance at school, type of school now being attended, address of school, mode of travel to school, highest level of educational attainment, standard reached, highest examination ever passed; and

     (e)     membership in household on census night.

3.   In respect of a female 15 years and over and not attending primary or secondary school full-time —

     (a)     total number of children born alive, age of mother at birth of first child born alive, age of mother at birth of last child born alive, number of live and still births during the past 12 months, type of births that occurred during the past 12 months; deaths that occurred to births during the last 12 months; and

     (b)     type of union.

4.   In respect of a person 15 years and over —

     (a)     main activity during the past 12 months, how many months worked during the past 12 months;

     (b)     main activity during the week preceding enumeration, type of job in which engaged for most of the past week, type of business carried on by the employee, hours worked during the week preceding enumeration, whether work is dependent on tourism, name and address of business place, method of travel to and from work, occupation status during the past week;

     (c)     particulars of income; and

     (d)     field of highest level of training, main method of training, period of training, type of occupation training prepares one for.

INSTRUCTIONS FOR USERS – PLEASE READ!

This is a Survey Solutions implementation of the Population and Housing Census 2022 Visitation Record.
The INDENTIFICATION SECTION captures the information which identifies the building which you are visiting The Identification section captures preloaded Identification information for each building. The District Enumeration District, Block wilt he preloaded on the tablet in this section. Use the GPS COORDINATES to locate the building you will be enumerating.
The Building Unit roster captures a maximum of 30 dwelling units and within each dwelling unit a maximum of 3 households are allowed. In most cases it is not expected that there will be more than 1 household per dwelling unit.
Inside the building unit roster there are also rosters for businesses and for institutions by type.
A typical workflow would be:
(a)     The Enumerator arrives at the building using the ED map.
(b)     The enumerator validates that this is the correct District, ED and Block
(c)     The enumerator takes GPS from the base map
(d)     The enumerator takes a validation GPS
(e)     Enters the building
(f)     List the first dwelling unit based on its location in the building.
(g)     Contacts each household in the dwelling unit to list the head of each household within the dwelling unit and other requested information.
(h)     Leaves the dwelling unit
(i)     Proceeds to the next dwelling unit within the building and list it by location in the building.
(j)     Proceeds to all subsequent dwelling units labelling each one based on its location in the dwelling unit until all dwelling units, business units and institutions within the dwelling unit are accounted for.
(k)     Leaves the building and proceeds to the next building in the block.
(l)     Process is repeated for each subsequent sequentially numbered building until all building in the block have been listed.
(m)     Proceeds to the next block within the enumeration district.
