The Comptroller may require any applicant, as a condition precedent to the grant of a licence under this Act, to furnish a bond—
(a) in such sum; and
(b) with such number of sureties approved by the Comptroller,
as the Comptroller may specify in each case, providing for due payment of all duties and the due observance of the provisions of this Act and of any regulations made under this Act.
