The Commissioner may, in granting a permit—
(a) fix the day on which and the hours during which the collection or sale is to be made;
(b) limit the collection or sale to such areas or to such streets or public places or such parts thereof as he or she thinks fit;
(c) impose such conditions as he or she considers necessary in order to avoid any interference with traffic or annoyance to members of the public, and to ensure the due accounting of the monies collected for the purposes for which the collection or sale was made.
