3.   Words of enactment and other clauses

  1.  

    (1)   In every bill presented to the Governor General for assent, the words of enactment shall be as follows—

    “BE IT ENACTED by The Queen's Most Excellent Majesty, by and with the advice and consent of the House of Assembly of Saint Lucia, and by the authority of the same, as follows—”

    (2)   The words of enactment shall follow the preamble, if any, and the various clauses within the body of the statute shall be consecutively numbered and follow in a concise and enunciative form.

    (3)   To every clause in the Bill, there shall be annexed as a head note a short summary of its contents.

    (4)   The statutes of each year shall be distinguished by consecutive numbers, commencing in each year with the number one.

  1.  

    (5)   As far as practicable, matters having no proper relation to each other shall not be provided for by the same statute; no statute shall contain anything foreign to what the title of the statute imports; and no provision having indefinite duration shall be included in any statute expressed to have limited duration.
