17. Secretary to the Board

(1) The Public Service Commission shall appoint a Secretary to the Board.

(2) The Secretary shall —
1. (a) be responsible for the execution of the policy of the Board and for the control and management of the day-to-day business of the Board;
1. (b) attend every meeting of the Board and may take part in its deliberations but does not have the right to vote.
