(1) On completion of a hearing, the Commission shall prepare and send to the persons referred to in section 32(1), a report setting out its findings and recommendations with respect to the complaint.
(2) Where the Commissioner receives a report under subsection (1), he or she shall, after considering the recommendations contained therein, act in accordance with section 27.
