(1) For purposes of section 32(2)(c), the Commission shall institute a hearing by sending a notice of the hearing to the Minister, the Commissioner, the complainant and the police officer whose conduct is the subject matter of the complaint.
(2) The notice of hearing shall—
(a) specify the purpose of the hearing;
(b) specify the place and time of the hearing; and
(c) be in such form as may be prescribed by rules made by the Commission.
(3) The complainant and the police officer whose conduct is the subject matter of the complaint shall attend the hearing.
