(1) Where a complaint is not disposed of under section 22 or 23 the Unit shall cause a full investigation to be made into the complaint and on completion of an investigation, shall prepare a full report of the investigation together with its findings and recommendations.
(2) The report shall be forwarded to the Commissioner and the Commission, and its recommendations notified to the complainant and the police officer whose conduct is the subject matter of the complaint.
