20.   Application of Act to exceptional cases

  1.  

    (1)   If any difficulty arises in connection with the application of this Act to any exceptional case, the Governor General may make such order for removing the difficulty as he or she may judge to be necessary for that purpose, and any such order may modify the provisions of this Act and regulations as far as may appear to the Governor General necessary for carrying the order into effect.

    (2)   Every order made under this section shall come or shall be deemed to have come into operation upon the date specified therein in that behalf.

    (3)   For the purposes of this section, any case where the rights of an officer under the Acts repealed by this Act are or may be prejudiced or in any way affected by this Act shall be deemed to be an exceptional case, and the prejudicial or other effect shall be deemed to be a difficulty.
