2. Interpretation
In this Act—
“action” includes failure to act, and expressions connoting action shall be construed accordingly;
“Commissioner” means the Parliamentary Commissioner appointed under section 110 of the Constitution;
“complaint” includes a request for investigation by the Parliamentary Commissioner;
“complainant” means a person who claims or is alleged to have sustained such injustice as is mentioned in section 112(3) of the Constitution;
“Constitution” means the Constitution of Saint Lucia;
“functions” include powers and duties;
“Investigating Officer” means such officer as is described in regulation 7 of the Police Regulations;
“Minister” means the Minister for finance;
“principal officer” means the permanent secretary of a ministry or the head of the department or the chief executive officer of any authority referred to in section 112 of the Constitution.
