Despite the powers conferred on the Authority by section 7, the Authority shall not, without prior approval of the Minister—
(a) make a provision for the payment of pensions, gratuities or like benefits of the Authority to a person by references to that person's services to the Authority; or
(b) dispose of or charge property held by the Authority for the purposes of functions under this Act.
